When Is a Safety Certificate Required?
In Serbia, a safety certificate (electrical atest) is legally required when:
- You sell the property
- You do a complete rewire or install a new consumer unit
- You apply for a building permit or usage permit
- You convert a space to residential use
Even when not legally required, a safety certificate is worth having — it confirms the installation is safe and protects you if an insurance claim ever involves an electrical fault.
Warning Signs of Old or Unsafe Wiring
- Breakers that trip repeatedly without obvious cause
- Burning or plastic smell from sockets
- Sockets that feel warm to the touch
- Lights that flicker or dim when appliances switch on
- Old round-pin sockets (pre-1990s installation)
- No earthing — metal parts of appliances give a mild shock
Note: In Belgrade, many pre-1980 buildings have aluminium wiring which degrades over time. An electrician can inspect and advise whether partial or full replacement is needed.
What to Check When Hiring an Electrician
- Are they licensed to issue safety certificates?
- Do they provide a written quote with itemised materials and labour?
- Do they pull wiring through conduit (not directly in plaster)?
- Do they test with instruments — not just visually?
- What warranty do they offer on the work?
